Here is the corrected full `regions` page. I kept the favicon lines exactly like the working page and changed the footer 501(c)(3) wording. ```html Focus Regions | Mexico, Central America & Caribbean | D54 Foundation

Focus Regions

D54 Foundation concentrates its programs in the Western Hemisphere, where transnational crime, illicit narcotics, and institutional challenges have the most direct impact on U.S. national security and regional stability.

North America

Mexico & the U.S.-Mexico Border

Mexico remains at the center of hemispheric security challenges. Criminal organizations operating from Mexican territory control the production and distribution of fentanyl, methamphetamine, and other illicit narcotics destined for the United States. The U.S.-Mexico border region presents unique challenges in cross-border intelligence sharing, joint enforcement operations, and institutional coordination. D54 Foundation supports capacity building for law enforcement agencies and prosecutorial offices on both sides of the border, with a focus on investigative capabilities, case preparation, intelligence cooperation, and community-based prevention programs targeting cartel recruitment.

Central America

Guatemala, Honduras, El Salvador & Costa Rica

Central America serves as a critical transit zone for illicit narcotics and a region where criminal organizations exert significant influence over communities, institutions, and governance. Weak criminal justice systems, corruption, and limited law enforcement and prosecutorial capacity create vulnerabilities that transnational criminal organizations exploit. D54 Foundation works with partner agencies, prosecutorial offices, and civil society organizations to strengthen investigative and prosecutorial capacity, support institutional reform, and develop community prevention programs that address the root causes of migration, violence, and criminal exploitation.

Caribbean

Caribbean Basin

The Caribbean basin remains a significant corridor for narcotics trafficking, money laundering, and other transnational criminal activities. Island nations often face resource constraints that limit their capacity to investigate, prosecute, and adjudicate complex criminal networks. D54 Foundation supports training and technical assistance programs that build investigative and prosecutorial capabilities among Caribbean criminal justice professionals, strengthen regional information-sharing frameworks, and address the unique maritime and jurisdictional challenges of the region.

Why the Western Hemisphere

The majority of U.S. international narcotics control and law enforcement assistance has historically been directed toward the Western Hemisphere. The region's proximity to the United States, the volume of cross-border commerce and migration, and the scale of transnational criminal activity make it the highest-priority theater for criminal justice capacity building.

D54 Foundation's founding team brings direct operational experience in this region — relationships with law enforcement agencies and prosecutorial offices, understanding of local institutional dynamics, and the language capabilities required to deliver effective programs. We focus where our expertise is deepest and where the need is most acute.
